Weld spot on bolt?

I recently bought a model 12 for trap shooting. I believe it's a 1962. It's my first shotgun. Over the last month the casing were not being extracted, had to use small blade to get it to pull out. I decided to take it apart to see what was the issue. When I got it apart I noticed a weld spot on the front top of the bolt towards the barrel. Also noticed a lot of heat was put into the bolt. It appears that the heat weakened the springs for the extractors.
My question is: why would someone weld on the bolt, and is that masking the real issue?
